I don't think you need to be on Facebook. You do need to log in generally to participate in the chat, but you can do that directly with Ustream -- you don't have to link your Facebook with Ustream if you don't want to. A lot of sites try to get you to link to Facebook when you sign in because then next thing you know, you will be auto-posting to your Facebook that's what you are watching. Just don't select the sign in via Facebook option.
