Very strange one pocket situation

If all the balls are up table behind the headstring, and the incoming player has not scored yet, if he takes an intentional scratch and shoots the cueball into a pocket, does that mean the other player has to shoot the cueball so that it leaves the kitchen first and then strikes a ball, or is there a special rule for that?

Hey guys, we overlooked another possible source of argument. Lucky I have three days off to look through old posts. This actually happened to me one time. Neither of us knew any rule concerning what to do. It wasn't an intentional foul though. Just poor play and bad luck. I kicked one rail and hit a ball and the game continued.
