I would try to fortify my position by playing the 14 ball off the 6 ball and putting the cueball near the 7 ball.
Or if Im shooting, quite naturally jack up and play the 11 ball and drop down for the 2 ball.
I would take an intentional scratch on this one and wait for a better cueball position. Just make sure you dont leave a bank on the 9 ball. (I dont think a bank is left on the 10 ball here)

Taking a second look, I would like to come off the rail, skid the 1 ball softly and put the cue ball down here. The 1 and 4 ball might double up.
