Who won?

When does an inning end? When all balls stop rolling ...?

when the balls stop the inning ends. otherwise you would win if you made the game ball and scratched.

you can make the opponents ball first then yours and you still win.

The shooter always wins when game ball is made, regardless if his ball goes in first or last, which is possible.

Yes -- we have that here in our official rules:
3.2 In the event that a player pockets both their own game winning ball, and their opponent’s game winning ball, both on the same legal stroke, then the shooting player wins. There are no ‘ties’, and it does not matter which ball drops first, as long as they both drop as a result of the same stroke.
I happened to notice in Billiard Digest's "Ask the Ref" just this month, nearly that very question. The BCA rules of course are not really conclusive, and in fact they are undoubtably the source for the misunderstanding that it's whoever's ball drops first. The column ruled to decide before you start -- are you playing by BCA rules or OnePocket.org rules? Well, of course, OnePocket.org rules!

Here's an interesting fact, though. The very first published One Pocket rules were actually in Fats' rule book, that Rozel Industries helped him publish in 1965 -- two years before the BCA even mentioned One Pocket as a game. And guess what rule is in there? You got it, this very rule -- the shooter wins if both player's winning balls go in on the same shot. So it is not anything new -- it is just that the BCA rules introduced some confusion.

Yeah, I think from the beginning the BCA rules were designed with straight pool in mind, since it was the dominant game in the earlier Twentieth Century. Rotation, 8-ball, and 9-ball were given serious rules attention because they were played in most poolrooms.

But one-pocket was not taken seriously by the BCA rules folks, probably because it was predominantly a gambling game. So it was relegated to the same position in their view as "Cowboy Pool", "Bottle Pool", and the like.

I imagine that by the time Bob Jewett sat on the rules committee, one-pocket had already received more prominence. It would be interesting to hear his comments on that, but he rarely posts here.
